It's an interesting question -- for a former Time Agent he really doesn't seem to know much about what's happened! Perhaps the late 20th/early 21st century period on Earth wasn't one of his specialties (after all, by his era there were thousands or millions of human worlds), so he had a vague idea that it was very significant but didn't know the details, nor that he was actually an important factor in it.
Then again, the Doctor himself never seems to have much idea about the activities of his future self! Maybe it's a Law of Time akin to the Blinovitch Limitation Effect (whatever happened to that, eh?) that you can't learn too much about this without the timeline resetting itself so it doesn;t happen or something. :)
I suppose that it is a distant time and land from Jack's time agency days ... but in the grand scheme of things not so far from the 1940's he seemed to be so fond of. There is always the chance that it didn't happen in the original time line at all, thought I don't see just how Jack could of caused it. I just read in another journal someone pondering the Doctor causing the changes by his actions on the time line (Pompeii, Harriet Jones) and somehow those led to COE. I'll have to put my thinky cap back on!
