wibbley wobbley time thing

I know Jack mentions concern about crossing time lines ( like when he watches Rose growing up only from a distance, or the team hiding from themselves for a day) but does he have any knowledge like the Doctor about what events are fixed in time? I was pondering Torchwood events in a "Its a Wonderful Life" sort of way ... you know how would things of played out in the original history without Jack there. Tosh would probably still be in a unit cell, things like that. Got to COE and figured the kids would be taken without Jack and you have to admit that's really big, (ie it would change everything)
I thought back to the suicides in Torchwood 2000, somehow they knew what was coming .... could it have been the 456?. Jack seems like he has no idea what it is but would it make it easier to accept what happens with Stephen if he did know? Would this be one of those fixed moments? I guess I'm wondering if Jack considers time lines at all when making decisions .
Also makes me think twice about the Doctor letting Jack run loose in the past.
