If you're looking for a centralised place and Sino Centre is the place that perseid told you about, the easiest way to get there is to stop at the Yaumatei station. If you look at the map of the area (at the station), you will see Sino Centre on it. This makes it much easier to find.
I remember wandering around the Mong Kok area, hoping to stumble upon it. ^^;
This time, I stayed near Yaumatei, so from the station exit, it's only about 5 mins walk. Have fun!!
P.S. The budget is a good idea, because you'd probably want to get lots of stuff.

The shopping centre (Xing He Zhong Xin) I went to is along Nathan Road (the main road in Yaumatei) and isn't far from a side street called Soy Street. The building is jam packed with young people, almost like Harajuku but more claustrophobic.
Really, I was walking along Shanghai Street and happened to see a woman put out a sign advertising her manga rental shop. Well, I made friends with her and bought second-hand BL stuff from her and also received directions to the shopping centre where I could buy brand-new manga (she'd even highlighted the location on the map for me!). It was a most fruitful evening, I must say. This method of sourcing for manga also worked in Taiwan when I asked young people at fast-food restaurants and even the concierge at the hotel. heehee...
Plushies based on Japanese anime characters were strangely not popular at the night markets. What were popular were Snoopy, Mickey and various cuddly and curly-tailed porcine creatures.

Did you clear out the 2nd hand manga place of BL manga? Mom would likely kill me for buying all BL *sigh - resolves self to dying after acquiring*
"porcine" as in "piggy"? hmm... those squarish ones you guys found in Japan? I liked those but those plushies are hard to find here. Stationary is easy, but those types of plushies are hard to find.
In the end, did you go to the place perseid mentioned?
