Those are a terrible selection of episodes to showcase MH and Gibbs. Where's "Requim?" Where's "Call of Silence?" Where's "Hiatus?" Even though I'm not a huge fan of it, it does show MH's acting in the best light.

Seriously, Hiatus 1&2 are the ultimate Gibbs episodes. Mark Harmon's reactions when Franks tells Gibbs about 9/11 gives me chills every time.

It's possible that Mark Harmon chose the episodes too. I believe he's hosting the marathon if the commercial on USA is anything to go by so its quite possible.
