With Clovis, he didn't care, the man had always been a bother and he would have no problem shooting him at point blank range again. But Euphemia? He loved her, he still does love her, he always had and always will. And he never planned on killing her, he didn't want her to die, but it was necessary and sometimes drastic measures have to be taken to further the lives and goals of others.
However, this is Somarium, where the boundaries created by death are ripped apart and no longer significant in one's life.

Despite having seen him right before arriving in Somarium, she feels as though it's been years since she last saw Lelouch, saw her beloved brother. And who knows, maybe it has been years since she's seen the true Lelouch -- the one she met again on Kaminejima merely reminiscent of the little boy she spent her days with as a youth.
The thought of being reunited with her brother and sister long thought to be dead -- this time for good (hopefully) -- was enough to bring tears to her eyes. She gave no thought to the fact that Lelouch was also Zero, who was responsible for the death of another of her dear brothers, Clovis. No, that wasn't the way she wanted to remember either of her brothers.
