Good job: historically I'd say the cigarette companies. Granted nowadays they are becoming exceedingly unpopular, but in the past you must admit their marketing must have been very effective. Yes the nicotine is addictive enough to keep you coming back for more, but what kind of power must an advertisement have to get you to put a burning, stinking, smoking paper tube in your mouth in the first place? Based on how widespread smoking is today, I'd say it was (unfortunately) a success story.

Bad job: FDA? The food pyramid was a joke that no one but elementary school children ever thought about on a daily basis. Obesity is considered an epidemic now I guess, and the FDA attempted to correct their mistake by creating even more food pyramids. I'm pretty sure no one cares much more than before.
