Thousands of SHIELD agents who weren't also HYDRA seemed A-OK with a lot of the sketchy stuff SHIELD does, AND THE AMERICAN PEOPLE ELECTED THESE FUCKING FASCISTS.
That's how I saw it too. Even if HYDRA told them to do stuff, they still did it themselves, voluntarily. You can't condone fascist practices and then whine, "But I didn't know the ones suggesting them were Nazis!"
Bucky's absence was palpable throughout and the Winter Soldier loomed large over everything despite not being around a lot
Absolutely. There's so much in this movie that ties into Bucky/The Winter Soldier even when it's not explicitly about him. Plus, for someone who only has fourteen lines in total (there was a Tumblr post counting them, five were in the flashback scene), he sure makes an impact.

Exactly! Steve already says it's wrong early in the movie when Fury tells him what the insight helicarriers are allegedly for; the fact that some SHIELD agents don't want to kill 20 million people at a pop is nice, but they already thought spying on them all was okay.
Yeah, I imagine in the movies Sam will help both Steve and Bucky deal with their PTSD. I mean, he's a social worker in the comics, but he doesn't do much counseling with either of them that I'm aware of - it's more like he's the long-suffering adult while they're the ones flinging themselves off buildings without any flight capability.
Of course, I also don't have a problem with them not calling Tony - for all Steve knows, he's compromised, since he was involved with/consulted on Project Insight. Do I believe Steve thinks Tony is HYDRA? No. Absolutely not. But he doesn't know who at SI might be, or if he can get a secure line. I loved that it made SENSE that they didn't call anyone else in (which is basically a handwavy thing you have to do with all post-Avengers movies). TRUST NO ONE.

I stand by my assertion in my original post that in addition to the security v. freedom theme, this movie was also about trust and identity.

I loved that it made SENSE that they didn't call anyone else in (which is basically a handwavy thing you have to do with all post-Avengers movies). TRUST NO ONE.
Right? I mean, I think Hawkeye is the harder handwave, in one sense, because he's a SHIELD operative, but even there - even if they trust him to not be HYDRA, there's still the issue of contacting him without compromising themselves or him. Steve already knows Tony consulted on Project Insight, so why wouldn't he believe that Tony was under HYDRA's close watch?
