I'm basically just going "Yup!" a lot at this.

Thousands of SHIELD agents who weren't also HYDRA seemed A-OK with a lot of the sketchy stuff SHIELD does, AND THE AMERICAN PEOPLE ELECTED THESE FUCKING FASCISTS.

That's how I saw it too. Even if HYDRA told them to do stuff, they still did it themselves, voluntarily. You can't condone fascist practices and then whine, "But I didn't know the ones suggesting them were Nazis!"

Bucky's absence was palpable throughout and the Winter Soldier loomed large over everything despite not being around a lot

Absolutely. There's so much in this movie that ties into Bucky/The Winter Soldier even when it's not explicitly about him. Plus, for someone who only has fourteen lines in total (there was a Tumblr post counting them, five were in the flashback scene), he sure makes an impact.

first that tech guy who says no, who makes the right choice even though it'll probably get his brains splattered across his console

I love that scene, although on rewatch I realized that it was Friedman from Joan of Arcadia, which is just weird.

It's kind of amusing to think of him actually being Friedman, because that would show significant personal growth. :-)

Exactly! Steve already says it's wrong early in the movie when Fury tells him what the insight helicarriers are allegedly for; the fact that some SHIELD agents don't want to kill 20 million people at a pop is nice, but they already thought spying on them all was okay.
