Portland requires the irony of Chucks with a dress. I love them both, but strapless bra?? That would probably be the tipping point for me.

See, that's what I'm concerned about. But I have to remind myself that I have in fact worn a strapless bra all day on numerous occasions, most of them weddings I was in. So I just have to weight the slight discomfort over the very real threat of full undies exposure.

Why don't you just wear a pair of cheapy bike shorts under the navy dress to prevent exposure? I always wear bike shorts at fests b/c they are comfy when wearing a maxi dress in the potential mud all day.
