I watch Dr.Who and Torchwood sporadically, I'm not well-versed in Whoverse mythology. I assumed that TARDIS can change its color.
The guy looks like David Tennant and the girl looks like Billie Piper, so, back in 2007 I thought it was an homage. Now, when Angel decided to bring Giles back, I started to think it was a foreshadowing, or even a set-up for Angel's future time-travelling story.
BTW, Rebekah Isaaks has comfirmed, that child!Giles on the last panel was specified in the script.
That was definitely a shout out to David Tennant & Billie Piper as the 10th Doctor and Rose, but not the TARDIS (which was mildly confusing but not really important). I was never sure if the artist was just having some fun in that one or if it would end up being paid off in the future writing.... still don't know.
Finally got to read it myself, and found it a great way to set up their own series. Just like you I enjoyed the art as well, and I prefer Isaaks' ask to that in Buffy, which is more cartooney and leaves the characters less than recognizable at times. I also loved Faith's interaction with Nadira. Looking forward to seeing where this is going :)

"The cow" could easily be just a set-up for Faith's punchline. Then again, it may be a sign that creatures from Pylea still walk among us.

I'm with you. I hope that Angel doesn't plan just to resurrect Giles; he wants to fix everything he did. *rubs hands in anticipation*
