Alas they restrict powers of all new comers. There's not really much you can do about that other then get someone to remove the chip they put in your body. As for the device, it's for communication.

It can, a lot of people have had theirs removed. I don't know what I would do if it were a permanent affliction... but, sometimes they change the location, so it can take a long time to get them removed every so often.
