The character I'm apping doesn't travel through time, but can manipulate it to a small extent. Since that holds some similarity to traveling through it, I was wondering should I disable this ability completely when I app him?

It depends on the way their power manipulates time. If it's something like a Slowga spell from Final Fantasy or Stop which only freezes things for a few seconds, then we don't mind. If it's something more than that, like moving hours forward or back in time then we'd prefer the power be removed or capped to only slow down time for a few seconds.

Are minor characters who don't have a very established background allowed? One of the prospective characters I have in mind doesn't have much of an established history prior to the canon's beginning, but does have a very defined personality.

Yup, those are fine, as long as they have enough personality to build an app on. Just make sure to give us good example of their background. Meaning if there isn't a wiki link with enough info on him/her, you'll have to write it yourself.

So about granting wishes and crossing dimensions... see, I'm planning to app a character who can do both in canon.

Naturally, this could also means she has knowledge of other canon and supernatural creatures, the latter being her specialty. Would that be able to work (with player permissions, of course.)?

Also, given said information, would she be able to identify what the heartless are from the get go?

Well we'd like her wish granting abilities to be removed or capped/weakened. Capped as in she can try to grant a wish but it'd go terribly wrong in a way of yours or your fellow mun's choosing and no big wishes like returning someone's destroyed planet or destroying one of the the game's planets. As for dimension crossing, that might have to be removed or capped so that she can only move from one of the game's worlds to another. If that's okay? If you have any suggestions feel free to run them by us ( ... )

Her wishing thing mostly involves non-material wishes. IE freedom from a curse, a bad habit, things like that but I'll prolly cap it! As for the dimension crossing thing, that sounds good enough!

As stated in the FAQ, teleporting is fine as long as it stays within the range of in-game worlds. It's canon for them to do so as well, so it's all right. As for being known by the natives, the only ones that will know about the Org are the same people who originally knew about them and they will assume they're dead until they start showing up again.

We'll allow that, since Dissidia canon is, in a way, woven into their original canon. Just bear in mind that they won't remember anything that happened during the Cosmos vs Chaos war and that they'll only have their original memories.

Question! About the Dissidia people... does the rule on none of those incarnations and memories being allowed extend to the Warrior of Light? He doesn't have canon from an original FF game, unlike all of the others, because the retcon that was done for him in Duodecim functions as his canon. Would he be allowed, but just not have Dissidia memories? Or would he just completely be banned from being apped, regardless?

Not the original question asker but I think I can clarify what they're asking about! Highlight whitetext for Duodecim spoilers!

[ Duodecim canon is that the Warrior of Light is an original Dissidia character. He was 'born' in the cycles of battle, unlike the other FF characters who were all drawn from other worlds - every other character has a blurb in their character profile discussing the game they're from, but Warrior of Light doesn't. It's implied in the ending of the 13th cycle that he went on to be 'Fighter' in FFI but in the time of Dissidia, that's not happened for him yet. ]

Essentially, for Warrior of Light, Dissidia pretty much IS his canon as far as characterization goes.
