There initially was an election, but I'm not certain on the procedure now. You'd probably have to ask Shiroko, since I think she drafted a number of the rules, and in fact set up the student council herself.

You can get elected. I have stayed President due to lack of opposition. Elections should be soon if they do happen, but they will not carry over until I have graduated which is September.
