There initially was an election, but I'm not certain on the procedure now. You'd probably have to ask Shiroko, since I think she drafted a number of the rules, and in fact set up the student council herself.

Sadly that's a debatable area. I've had really good luck at times and really bad luck at others. Overall, though, I'm happy.

Well, you know, I've probably had something like 2-3 failures for each success, so despite how things might seem, you're really not doing so bad. Dunno if that's any consolation, though.
