Oh boys! Wonderful. I didn't expect something so light hearted when I threw brain-washing in as a prompt. Bart would be so immature as to use Kon like this. It's all Tim's fault.

I kind of imagine that Bart just sat there, desperately trying to be good, and then, suddenly, without thinking, he just blurted out his orders to Kon, and off Kon went. XD
