I don't think that's the actual uniform. I think it's part of a uniform, and I'll guess that either he took off the overshirt, or his character is missing the overshirt in a scene. Considering they bothered to stencil the insignia onto the black shirt, I'll guess that it was part of the scene.
My shortest costume turnaround, from trailer to finished uniform from STII: wrath of Khan was 1 week. Of course it was on a possum (stuffed, as in plus) :). Surprised one of the producers tho that I had all the details correct.
