We aren't going to wait for them to attack everyone again. There's quite enough evidence against them already.
Sakata is their ally in a very loose sense, and willing to work against them when it's in the best interest of the village. I doubt he'll be an issue, and if he is, I'll deal with him personally.
Katsura is not to be underestimated, and will be difficult to placate considering the nature of his relationship with Takasugi. If worst comes to worst, though, he's outnumbered, and we've seen the sort of tactics he seems to rely on.
Outnumbered if you don't count the allies he's built on his end. And Gintoki-san will come to Katsura-san's aide even if he won't save Takasugi-san. I have a gut feeling about that.
You're right about that, I think. He's on much better terms with Katsura, and he's troublesome in that he won't back down easily when he believes something is right.
The only other problem I see arising from Katsura's connections is as relates to the godling and hir companions. They'll certainly be trouble if it comes down to fighting them, but that seems to me like a situation that can be avoided.
There's really no avoiding taking this risk, though, unless we want to leave Takasugi free to "watch the world burn" at his leisure.
Ah... I don't want to seem like I'm doubting you or Kondou-san, Hijikata-san, but... what are we going to do once we catch him? I don't think we're going to be able to detain him forever, even if we wanted to... the curses tend to disrupt things a lot, and besides that, where would we keep him?
Detaining him in the long term will be a problem if we don't have a prison. We do have shackles, and enough men to keep a guard on him at all times. You may well be right about being able to keep him in custody, which is why we should punish him quickly and make clear that we've been lenient thus far, and he isn't free from repercussions from his actions any longer.

That was my thought. Also, I know that we know he's a threat, but I worry that a lot of people here may not see things that way... or, at the least, believe we have no right to detain him... he has only really talked so far, after all.
...I suppose that might work.
