Takasugi Shinsaku has consistently demonstrated his contempt of any attempts at keeping the peace, his disregard for human life, and his intention to destroy for the sake of destruction and a misguided revenge. The Shinsengumi is no longer able in good conscience to ignore him in light of his past actions and stated future intentions.
He is to be captured and detained alive if possible; if it isn't possible, don't waste time trying to ensure his safety. This is not to be discussed outside of the Shinsengumi. Confrontation is not to occur in public if possible, and should be kept clean and efficient.
