I always took it to mean that he's very, very seductive; that he knows what to say and knows what to do and has the... um... "skills" to make even otherwise striaght men question their sexuality. And the fact that he's pretty hot can't hurt. ;)

I also figure that, at some point in his life, he's used that sexiness to his advantage....

It's actually a word for a man who dresses in women's clothing. Somehow, though, I can't quite see Vamp putting on a dress.

In the game itself if you call Snake (er, Pliskin) enough times he tells Raiden that it's a reference to Vamp being bisexual.
