To me, it was a shake that meant "Don't come in." Which didn't necessarily imply "Fly away forever." XDDD

That makes sense. Maybe Peter was thinking he could hide him, or given some time - and the decision of the review board - Kramer wouldn't have the opportunity to take Neal down.
