I've run into exactly the same sort of thing - Why didn't someone else say something? and That's not "Just playing around".

Something's wired differently about this generation.

I think there's a certain human nature that doesn't want to get involved. Certainly, depending on the person driving the car, there might have been a fear of "What if those kids turn on me?" "What if they have weapons on them?"

I don't know what I would have done, but I'd like to think I would intervene.

I think that I would be more upset at the driver of the SUV. Boys play, usually it is not smart playing at that age. But boys play. If it were me, I would stop. One time not long after the kiddo was born the ex another friend and I were at a little diner when the owner's daughter's boyfriend walked in, went to the back and started beating her up. She was fighting him off with the phone previously mounted to the wall. I yelled at my ex and our friend to intervene while I guarded the wee one (who was stroller-bound at that time). They went back and drug the guy off her and threw him out of the store. I could not fathom not interveneing and it is a shame to me that not more people feel the same way.
