Well, first off I'd send an email to Jaki Hunt, she's the programming director for KCon (or at least she was last year; I'm not sure if that'll still be true, so wait until after the staff meetings to write her) and tell her you're interested in running a panel. Tell her what you want it to be about, and if she agrees that it's a good idea, then she'll link you to the panel submission form.
That's where you fill out the info like, Title of panel, length, any specific equipment, blurb, etc.
I'm not really too sure what happens after that, since I do my panels through the Creation Station, and they email me a panelist schedule that incorporates all of the CS workshops and panels. But presumably after you submit that, your panel will show up on the schedule and you can check time/location when the schedule is posted on the site.
