I had opened a support request about the on and off loading/not loading of LJ for me. Their response is (thankfully that comment got mailed):

As a result of the move, the IP address associated with LiveJournal.com has been changed. This requires the various DNS servers around the globe to update their databases; a process that can take anywhere
