Oh God...Cody is so horrible! But obviously Rachel and Teaspoon are oblivious, as often adults are, that what looks like a silly attitude or a prank, can be very hard to bear for a kid. Even Emma is a bit too quick in making the assumption that Lou will grow to love her step-brothers; this could happen, but could also happen that they would never grow close to each other and remain just acquantances. It's not that just because their parents love each other, they'll get along and start to consider themselves a family. Probably Cody and Jimmy aren't so upset by their mother's new marriage because they're older, they are more independent and in few years they'll leave to go to college or something like that. Lou can't still accept it and her step-brothers' behaviour isn't helping her to feel more welcomed.
Yes, Cody isn't very nice to Lou, but I don't think he is really mean. It's his way to interact with others, and I imagine he doesn't know how to act around a younger girl. He has come across this very serious girl, and subconsciously he's trying to befriend her in his own way. Naturally, when Lou reacts so angrily, he finds her attitude funny, so it's as if her anger seems to be the bait that has caught Cody's attention. I'm not saying that what he is doing is right. Quite the opposite. I didn't like those who made fun of me when I was a child; I really had such a good time. However, I think deep down Cody is not as bad as he appears.

I wish Rachel and Teaspoon would be more attentive to Lou's moods, though, and do something a little more about Lou, Jimmy and Cody's relationship. From what I read it seems that they just assume that the three of them would eventually get along, but probably Rachel should have a little talk with her sons, explaining to them that Lou isn't very comfortable yet and they should try to be nicer to her. After all, Rachel isn't stupid and she understood that the girl is still not okay with her new formed family. Teaspoon seems completely oblivious instead. I understand he's in love and all, but he seems not in tune with his own daughter anymore; no wonder Lou feels so alone and sad!
You're right, sure. I just think that if Lou were able to laugh with him, Cody wouldn't be such a pain in the neck. It is because of her reaction that he keeps bothering her.
