Looking online, this image http://www.monstersteel.com/images/PT-PUNCH-PRODUCT-003-1001.jpg shows that it's a lot like a hole punch. Put the cup down on a hard flat surface (cutting board?) and press where you want the hole to be. Will the hole that you created get stuck inside the punch? I don't know. If it does, would you be able to pick it out with something like a pin? I don't know. Would the tool stay sharp enough for all 4 of the holes? I don't know.
