One may find it difficult to think they could be stuck in a raging flood and a heatwave powerful enough to overwhelm the air conditioners to the point where local announcements warn that residents should take drastic measures to cool themselves, lest they suffer heatstroke.
If not for the pouring rain and floodwater through the streets they could get back to the TARDIS. As it is, they're stuck in the shelter they found until the water recedes. Hoorah.

Just what Riley wanted this trip. He swipes his face, dislodging several beads of sweat that had accumulated in the last few minutes. "Ye said 'tropical beaches and beautiful sunsets', Rose. No' 'sweltering heat and flooding for miles'." What gives?
"Houw much longer 'til they say et's safe tae go out?"
'oh and his tour guide', really? That's how he feels?
"There's a beach! In a few hours there'll be a sunset, you didn't ask about the weather!" She can't predict everything about a planet, she's not the Doctor.
"Until the rain stops and the water recedes. It's too acidic to swim in."
"I didnae thenk I'd havetae ask abou' th' weather!" She may not be the Doctor, but the least she could have done was look the planet's seasons and associated weather patterns up in the TARDIS' planet-database-thinger!
Riley gives her a 'well duh,' look. But still, "Ye didnae catch 'em reportin' when the rain's gonnie stop?"
"Always ask about the weather!" The weather cycle is unpredictable. The TARDIS would have to be looking at its future to know for sure: other prediction methods can't catch flash-storms.
"It's a flash-storm. Could be a few hours, could be a week before it goes away." Ideally the heat will pass much more quickly. She can handle flooding, but this heat.

"You said it'd be absolutely clear out!" And it was. For about five minutes.
"There's no way we're gonnae survive if et's a week before anythin' stops." He huffs and changes the subject slightly. "I found some bottled water in th'back if ye want somethin' tae drink." And look, he's holding out a brand new, unopened bottle, if looking a bit miffed about the whole situation.

She shakes her head, and would mention the unlikelihood of both lasting a week--or the relief workers who bring supplies and the like for when it does--but he changes the subject well enough. "How much do we have? I might be able to get us clean water out of the flood water if we need it." Because sonic. But it'll be hot water.
She should have a better handle on things! Jeez! Try and impress him, pffft.

Worst case scenario both the heatwave and the flooding will last that long, but surely one is likely to give out before the other? "Between th' two'f us, back on Earth I'd say et's abou' two, mebbe three days worth. Here I'm no' so sure." Man that's a handy tool to have. She's been teaching him how to use it, aye? And hot water is better than no water--if they can find some kind of heat-sink to cool it off, even better!

Most likely, yes. They'll be able to handle themselves with just one or the other, probably. "More like a day if this heat keeps up." Well, yes, of course she's teaching him. What use is a companion who doesn't know how to save the day or rescue her when she needs rescuing? If she weren't so skittish about her TARDIS being stolen after the...incident, she'd have him on his way to flying it, too. Tips suffice for now.

Great. Just great. "Here's hopin' et cools douwn sooner rather than later." Riley pulls at his collar, making a face. "Och et's as if we're trapped in a fookin' steamer basket." Then, oh gee, he remembers the other water bottle in his hand and opens it for a much-needed drink.
That's all well and good, but what if rescuing her requires more than a sonic and the only solution he can arrive at involves piloting the TARDIS?
There's got to be a setting for that, right? Or rig something else to run the water through that cools it?

He supposes, but she's not really let him do much to begin with!
Well... what kind of a place is this anyway? He'd found water, but what else is there around to ensure their survival? Or keep them occupied until things turn around?

So basically nowhere? Got it. She can drop him off when they get back.

She's warming up to it! She has to trust him to fly it first to teach him, doesn't she?

What? What's he want to do? She shows him multiple universes!
She's not completely sure. An abandoned house? Possibly vacated when the storm blew in? There must be stuff around. There's always stuff.
