Good question, ladyelleth and curiouswombat. I explained this back when the awards started, but that was an age and a half ago, wasn't it? Here's what I said back then:
FIRST, in addition to the old-style awards like first place, second place, etc. we're adding something new called Smaug's Treasures. (Kudos to Dreamdeer for the name.) Basically, Smaug's Treasures will be handed out to stories that score in the top third of all our nominations.
This is in addition to the other awards, so you may get a Smaug's Treasure in addition to one of those other awards, but you can get this award even if you don't get a subcategory-specific award. The goal is to recognize high-scoring stories that ended up in more competitive subcategories. So there will still be the old-style awards based on the subcategories: first, second, and third place, and then also an honorable mention to fill in the gaps. But we have also noticed in the past that in some subcategories, the competition can be fierce - so a story that doesn't get recognized at all or gets a lower-ranked award

P.p.s. I have already made all the banners for all categories, btw. ;) They are ready for posting. ;) I mean, 1st, 2nd, 3rd and HM banners (not Smaug's treasures, as I didn't know about it).

20122: Well, this year has slipped past, but not quite that much time! Good catch. I've fixed it.
banner-posting: I keep meaning to email you about that, and keep running out of time. This year there aren't really separate albums, just posts that can be described and will have images under the cut. As for how exactly to post them, I personally think they would be most helpful if you did a post grouping several categories together, and included all of the places for those subcategories together. That's how I usually look for my banners, by the category I'm competing in. However, if you think a different way of organizing things would be more convenient or easier on modems, I have no problems with that.
I say you can go ahead and post them now. There's really no need to wait, and if you can go ahead and get them posted then I can go ahead and get the entries tagged before the authors come looking for their shinies. Also, it will give other banner artists an idea on what still needs doing.
(So sorry for the delay. It was holiday madness; life is calmer now, so I should be replying more quickly.)
