Also, I've found that good BMV service depends on where you go. On the occasions when I had to go to Golden Gate, it was always a colossal pain. The BMV at Cedar Center, on the other hand, was almost always nearly empty, so you never really had to wait in line.
At the nearby DMV here in Virginia, they do a "take a number" system instead of having everyone stand in line. They had something like 13 customer service windows and a couple hundred chairs. It still took a while to get through there, but at least I was fairly comfortable while I waited.
