I'm not sure its fair to compare the kid to Joker designs, since Joker's designs are from the original game. I think if there's one thing that's clear: as the game progressed, they got more and more spot on with character designs. The kid more or less looks like how he does in game. Joker's stuff is mostly conceptual. In ME1, most of the focus was the aliens, who got the bulk of the concepting

For ME1, I can understand it, but not for ME2. There aren't any concepts of the cockpit with EDI in it, or even a small blurb about if they even thought about updating Joker's look since he's "rogue" now working for Cerberus. There's not even any mention of why they decided to give him a hat! Same with Femshep: Her armor got upgraded in ME2, but we only get a full turnaround of the design for Sheploo. It feels like they were after thoughts to the point that they get the briefest of recognition in the entire book.
Also, as much as i disliked the FemShep contest, I'm sad they didn't include those redesigns. The new default was a big deal, and the voting was over long before this got put into print (see Pat O's and the stock image's inclusion). It would've been really easy to add in those concepts and the thinking behind them. They could've also put in a turnaround for her new armor or something.
