Captain America does not take any immediately hostile actions when he arrives. He's very familiar with these bastards, but there are times and places for fighting. When innocent people need help? They come first.
"I am here to help with the relief effort," he says simply, his eyes narrowing. If they're here, he'll want to put in a call for more assistance... some of it in secret.
A short time later, Captain America's traveling party is loaded into a helicopter and taken from the one functioning airport toward the real damage

Tigra stared at the carnage. She had to keep herself from balling her hands into fists so she didn't scratch herself with her claws. "If whoever did this isn't dead they'll wish they'll be." She growled.
There is a newcomer to the scene. Someone who is not so easily contained nor as likely to play nice. Namor has flown into the area on his own and is looking down at the carnage. The expression on his face is darker than any seen there in some time.
They're tearing down his house. Namor has no lost love for Magneto but the method of this seems extremely disrespectful. And very little angers the Avenging Son faster. Perhaps wanton destruction and the deaths of innocents would but that is obvious in the wreckage below as well.
As the chopper transporting the Avengers finally touches down in the outlying area, farther inland than Ground Zero, they are met by the man in charge.
Captain America knows him well.
"Greetings, Avengers," he offers, perhaps surprisingly cordially. "Your help is appreciated."
Diamond isn't with the group when they disembark. The thief and professional sneak is here to see what they don't want seen. Her first stop? The highest position, natural or man made on this island, and she's going with a camera. Whatever Flagsmasher and his goons want to PR their way out of, a bird's eye view will likely reveal.
Perhaps to her surprise, there doesn't seem to be anything underhanded afoot here.
No secret weapons, no rebuilding Sentinels. A lot of white uniforms swarming around - perhaps more than they might have expected to make up Ultimatum's headcount - but it seems to be an honest reclamation effort.
Still a good time to take headcount from up here, and maybe the brains will see something her camera and eyes don't. They are a well organized troop, but this all might be a little too organized for how these guys generally work.
