I had similar issues with Ip Man, but the first one is definitely better. The second one is A: more-or-less completely ahistorical (from what I've read online), and B: primarily only entertaining due to it's over-the-top excessiveness. Take the first film as a template, swap Japanese people for British people, and remove all of the subtlety and attempts at portraying any concept of racial harmony. Yes, that was sarcasm.

Basically, the fight scenes with Donnie Yen and Sammo Hung are fantastic (and I think might be better than anything in the first film), but the premise of the movie is that all of the white people are incredibly loud boorish corrupt racists who can't stop shouting about how much they hate Chinese people all the time. So it's totally hilarious to watch, but definitely not very good.
