It made me think of this report of interviews (I don't believe I'd actually seen the video of same), where these various military-aged African males were saying that they'd been given paperwork indicating where they were supposed to report when they got into the USA.
I don;t know which paragraph to which you are referring.
However, if you mean the idea that the "U.N." is helping to usher in illegals in order to start a civil war? I've seen ample evidence of that. Overwhelming, that's what's going on. It's Biden and China's and NGO's operation and policy to draw soldier-age men up through the Darien Gap. U.N. NGOs have taken charge at the borders. And there really are tunnels, as well. So, no surprise Biden is now flying in hundreds of thousands. It is a military invasion.
