I suppose you could say that, although there is no need to make it that complicated. It's another world, one that seems to suck people in from elsewhere, like others do as well. A mostly anarchic society, deities who pour out curses on us regularly, with a varying degree of danger and power. You may move in wherever you wish and are safe as long as you have power to reinforce your safety. Else, you will depend on powerful allies.
