The first thing he does when he notices the setup is take a bamboo shoot to write a wish on.
Other than that? He'll be around, writing in his notebook by the light of a lantern, and waiting for the fireworks. He might approach people he knows, and he'll certainly be making trips to the tea stall and food stalls, but otherwise Giles seems a bit subdued tonight.
Apart from some actual excitement about the fireworks, of course.]

[He wasn't expecting someone to actually throw a festival he was familiar with, though. Touya wanders over, recognizing the food stalls and lanterns first. Wow... quite a set-up.]

So he'll be at one of the food stalls for his obligatory shift, pouring drinks and making sure the there's enough food to be grabbed by passersby. While being dressed up to Haruhi's standards, of course.]
