Sadly yes. "Fair Witness"--it's Heinlein's Stranger in a Strange Land.

Does she wear white or am I confusing something else with Heinlein?

No, that's right: when on duty, a Fair Witness wears a white robe. Why do I know these things?

Stranger in a Strange Land by Robert Heinlein. Anne was the character, and she wore her robe when performing her duties as a Fair Witness.
