Obama is raising campaign money, which is normal in a year like this, but I don't get why it's on the Google News headlines. Mitt Romney, the only serious, likable, viable Republican, doesn't have a chance. Do people think that somebody interesting is going to crop up in the race? The results of the House and Senate races are almost always a direct reflection of people's perception of the president. The mid-terms of 06 and 10 were more about the repudiation of the party that the president happened to belong to than anything. If he mounts a good campaign--even against a paper target--the Dems may reclaim some seats they lost in the mid-term. US voters also vote heavily based on the economy and not the quality of the candidates, and right now the Republicans are controlling the way that debate is framed. He may be trying to raise the funds to get media exposure to make sure that the Left's talking points are out there as more than just Facebook memes.

McCain never had a chance, nor did any of the other 2008 Republicans once Obama's nomination was pretty much locked in March, yet that didn't stop the country from having a serious campaign for the rest of the year. 2012 is somewhat less certain, because there's plenty of time for a yet-unknown or little-known Republican to appear and become successful enough to be a real challenge. At this point in 2003, Howard Dean was still getting <1% in polls and most people hadn't heard of him (yet if he'd been nominated, which he came close to, he'd have likely won the 2004 election).

I'd say part of the reason Obama is campaigning is to boost the chances of Democrats in congress. They're the people who've failed me most, though, so it won't work on me.
