Matsuka is telepathic and empathic and does tend to pick up on whatever people are putting out. Generally speaking, he picks up emotions most easily, plus whatever thoughts are strongest, most focused, or closest to the surface. Physical contact gives him deeper insight and can also get him through some psychic barriers

Can Matsuka read your character's mind. Yes, though Safeguard thinks in a completely different language. He can pick up Safeguard's emotions and such, and that might possibly lead, if he probes deep enough, to sensing the low level empathic bond that Safeguard has with Vector Prime - it goes both ways. Touching it is no-go unless asked about first.
Other useful notes, if any: The bond is strong, very strong, and old, and Safeguard's though old age to them. five million years to be exact. Oh and his natural language sounds very much like the beeping of a computer or a modem. :)

TL;DR - Starscream's a robot. If Matsuka can mind-read robots, yes; if not, no.
What is he likely to pick up, if anything? IF he can actually sense anything from Stars?
- Emotions: endless ambition, frustration; a tendency to see everyone around him as a tool rather than as a person; feeble attempts to bury feelings of loneliness and JUST WANTING TO BE WAUUUUVED.
- Thoughts: "I WANT TO BE LEADER OF EVERYTHING DAMN IT" is pretty common.

I can see it working in one of two ways: either Matsuka can't read anything off Starscream at all because, robot, or he can get a little bit from him by virtue of the fact that he does have a soul, but at a much lower and less distinct level than he is used to. The former is probably more likely, but I'm really not sure how robots souls work, so if you've got a preference, I'm good either way.

What is he likely to pick up, if anything? Other than surface thoughts and emotions (or whatever else Matsuka can naturally pick up, Ness is pretty much an open book), this song usually runs as an undercurrent in Ness' mind.

What is he likely to pick up, if anything? Surface thoughts, emotions, etc. Hiei is also an open book, inexplicably, though he's a fairly powerful psychic himself.

What is he likely to pick up, if anything? Surface thoughts and emotions mostly. While he's a complete skeptic, Kaiba's got some unconscious blocks up. So while the immediate thoughts are open, past thoughts/memories are probably hidden to Matsuka.

Can Matsuka read your character's mind? Yes, but - Vector, by default, thinks in Cybertronian. I imagine Matsuka can pick up emotions easily, but unless Vector's actually thinking in English, won't understand any of the 'words'. (Unless, say, physical contact?)
What is he likely to pick up, if anything? Vector only guards himself so much, unless he's trying to hold something away from himself - if that makes any sense. Matsuka may notice that the 'beat' of his thoughts are regular, though...not unlike clockwork.
