Matsuka is telepathic and empathic and does tend to pick up on whatever people are putting out. Generally speaking, he picks up emotions most easily, plus whatever thoughts are strongest, most focused, or closest to the surface. Physical contact gives him deeper insight and can also get him through some psychic barriers.

To help me avoid stepping on any toes, if you could please comment to this post with the following, it would be helpful:
