This memo was sent to the Indian staff travelling to the the UK, following reports of some "incidents".
1. The UK office is less hierarchical than in India and every member of staff is expected to be treated politely & equally.
2. The UK culture encourages people to question politely when you don't understand. People from the UK will get frustrated

Here in Texas, there are so many Spanish speakers that much of the society has become completely bi-lingual. I have Spanish-speaking co-workers who often converse in Spanish to each other, but if an English-speaking co-worker is in the conversational mix, everyone will speak English. I really never think anything of it.

The language is not an issue for me either; but #2 has been in the past.
