But the manual from Dissidia still say he's 16.

Sorry if this have sounded like a noob question but would he have age from the FF9 game? this is honestly one of the few reason why I need to play FF9

I think or...its a theory of mine, that Dissidia might take place BEFORE everyone encounter their final bad guy, making it possible for them to be the age they were when they counter them. Cuz at the end of 9, Kuja dies, and if Kuja WAS dead and brought back just for the sake of Chaos power, there is two things wrong

There are some valid sense in your theory but I was evaluating the ages again and what you said. I have noticed something in from few of the games I have seen, played or heard from (excluding 1 - 6, bits of 9) but in the form of a "WHAT IF" theory for the Dissidia time-line
