I definitely did not get the vibe that he was carrying on an affair with Uhura, I think he was impressed by her but didn't want to show favoritism because of that and she had a thing for him, in the beginning. I don't think their feelings were at all in the open for either of them until that scene in the elevator and then at the end.
Also the Romulan wasn't "smart enough to rig up time travel" -- it was an accident when he chased Spock's ship, or some such similar, into the black hole.

I guess we read the Spock/Uhura thing differently then. Perhaps on re-viewing I will come around.
I'll take your word for the accident thing (I can be a bit absent-minded and may well have misplaced that memory.), but even then a ship full of Romulans (even if they aren't the race's best and brightest) floating around in space for all those years and never once did someone say, "Yo, what say we call for backup?" I dunno....
