It might also be worth remembering that only paid/permanent users can subscribe to individual threads within a post. On the other hand, with only 25 spots, basic members aren't as likely to be tracking, so it's probably most noticeable for plus users.
My preference requires more admin-type work, probably because I'm spoiled from fandom newsletters. Once a week (or month, or whatever is reasonable) having a post that states all the skins that have been updated since the last similar post. With appropriate tags (on initial post) so that people can track.
That's a VERY good point. I don't want to alienate Basic/Plus users if I can help it.

That said, I think there should also be a mention in the skin's post saying "Edited on 2007-11-5 for such and such reason."
