Identity accounts can now post in communities

Since release 79 has been out, identity account users can post entries in communities. This has to be reflected in English versions of FAQs. I have already updated Russian versions of  #231, #283, #314, #318 FAQs. I also updated Russian FAQ #11 so it indicates that all account types, even identity ones, have to confirm their email before many

I don't see anything that really needs to be updated in #231 or #314, but I've updated #283 and #318.
