"Paid and Permanent Accounts can have at most 2000 different tags"

It's changed in Release #75 and now Paid and Permanent Accounts can have at most 4000 different tags.

Having looked at the corrected version, I have checked up Manage Tags page for communities and after that has made correction and to the Russian version since in a part for its communities had time to change, and I have missed this moment.
