To keep track of those, you can watch changelog, use the LiveJournal code repository, or ask here.

In this case, it looks like this was fixed soon after it was reported, although you may want to wait for the poster to confirm, or to try it for yourself.

If you still have problems using this feature, you can ask in lj_dev (if you're running your own server or writing a client) or open a support request if you're trying to use the LiveJournal service itself.

Still having the problem with wget, but not with curl. (shrug). And yes, it's with the livejournal service.

Well, neither curl nor wget is written in python, so you're likely seeing a different problem than what you linked to. Can you give me a URL that works for wget and not curl? (Also provide the versions of wget and curl, and the exact symptoms - ie, are friends-only entries missing, or do you get some other behavior such as all entries missing or an error message?)
