I am in general inclined to cringe at Ferengi episodes, but this one was pretty decent; it was also the only one where the Grand Nagus was at all watchable -- I like Wallace Shawn normally, but in this role? Not so much.

I actually rather like some of the Ferengi episodes. Partly that, well, virtually all the actors are so darn good, partly that the Ferengi fulfill such a good 'mirror' role, while at the same time being incredibly comical. Some of the eps are rather weak and a bit sledgehammery - but The House of Quark (Ferengi-Klingon crossover) is one of my all-time favourites, then there's Little Green Men which is an absolute scream, and the Merchant-of-Venice riff where Liquidator Brunt tricks Quark into believing he has a terminal illness and selling him the dessicated cubes of his body, and then comes along to enforce the contract... Trek Gold!

It's ironic that you can see Nog's ultimate reason for wanting to break with Ferengi tradition (he doesn't want to end up in his father's position) used in an episode where Rom isn't acting like the Rom we will eventually have. I realize the character changed but Rom in this episode strikes a sour note for me because he's not my Rom for all the reasons you mentioned above.
