I'm nowhere near your climate zone (I'm in MN), but a trick I use for thirsty shrubs in areas where little gnawing pests are common is this:
Find a store that sells hard plastic liners for whiskey-barrel halves. Take the HUGE plastic half-barrel, and drill some 1/2" holes around the sides, halfway between top and bottom. This ensures good drainage while still leaving a moisture reservoir on the bottom.
After drilling, sink this into the ground so the lip of the half-barrel is right at ground level (or just above, if you're using rocks or mulch to cover the area. You'll have a varmint-resistant water-saving solution that keeps your bush happy and healthy.
