He couldn't tell you why exactly he was following this particular one.
Only that he'd been nosing through some of the not-tasty food items in a dark place, and then a nice scent had come drifting his way. Good, warm food, and then another scent, something less food like and more just... a nice smell. A good smell like grass or trees.
And so he'd followed it, even though that meant getting more wet than he usually liked. Which let him to the person with the water-stopper.
He didn't usually steal food, usually let it be offered or left by these ones, but they both smelled so good.
So he found himself letting out a high whinging noise. Maybe he would give him some of the food?
Arthur heard the noise, nearly flinching, and stopped in his steps long enough to look behind him. At seeing the dog - if he remembered correctly, a Siberian Husky to be more exact - he couldn't help but frown.
He never had been a "pet person" or even much of an "animal person". He didn't hate them, he just didn't really ever seem to want to be around them like other people did.
(Even if he could feel something in his chest clench at the state the animal was in: wet, dirty, looking thinner than he could remember most dogs like that being.)
But, shaking his head, "No. Shoo. Go away. I don't have anything for you." And then turned to start walking again (yet more aware of the dog behind him than he had been previously).

Well, that was a lie. He could smell that he had something! (Maybe not for him but it smelled good and he was hungry.)
He didn't immediately move to follow, instead letting out a short series of barks that ended on a noise like a howl. Like he was saying 'You do too have something.'

Calling back in response to the noise, "I said no!"
Another reason he had never really had a pet: he didn't have the patience for them hardly.
