Power inhibitors in the marvelverse

So I need some help from the Marvel fans in the crowd, as I find myself writing fanfic despite not being terribly widely read. One of my major plot points hinges upon taking away a certain character's powers, and so I've been trying to research the various methods of power inhibition; unfortunately, I'm having trouble finding a lot of info. The inhibitor collar technology also comes in giant, silver, hand-enclosing handcuffs. I'm mostly an X-Men reader so they are usually described as working on mutant powers, but I don't know if they would work on other powers like Billy's.

This kind of technology doesn't seem to be available for, say, regular police precincts, but with specialist agencies such as SHIELD, which would indicate that it's expensive and/or difficult to make. The collars were first seen in Genosha - and the X-Men were surprised to see them - which says to me that they've become much more widespread recently, since Genosha was overthrown the first time.

You might try looking up Marvel's "The vault," which was basically Marvel's Arkham Asylum for supervillains.

Forge created a gun that was intended for use on Rogue (I think?) but Storm got hit with it instead. She lost her powers and went Punk (and it was the only time I liked her). Also, I think Genosha had something similar that wasn't an inhibitor collar? I'm talking Way Back When, when it was still paradise and the Genegineer person was still there. Wolverine and Rogue were powerless (and Carol Danvers was Rogue's dominant personality, I think) and I don't remember them having collars on.

As for people, there's always Rogue (again) who steals powers and personalities if she touches someone for long enough, and the wee Morlock boy. Leech? He's a power-nullifier.

The Spider-Man: Breakout series had what I think are the only in-depth scenes of life inside The Vault and The Raft (the prisons for superpowered criminals) we've been given by the comics. They definitely wore power-inhibiting collars (and these collars would have to work on non-mutants, as several of the villains are definitely NOT mutants) and were fed drugs to keep them docile as possible (and, as one character complains, kill their libidos). The collars the supervillains are shown wearing in the Vault are grey, with a small glowing orange light in front.
