This is possibly a common idea, but in case it isn't I thought I'd pass it on. I hope someone will find it useful

I am using a phonetic layout for Russian, which is simple and does not require any key relabeling. Unless you are already trained to type on the Russian typewriter keyboard, this is by far the simplest solution.
